Review of Special Education Services: A Manual of Policy, Procedures, and Guidelines (Section E)
The BC Teachers’ Federation (BCTF) is seeking six to eight teachers working in the area of inclusive education willing to participate as BCTF representatives to review Section E of the Ministry of Education document Special Education Services: A Manual of Policy, Procedures, and Guidelines.
The American Psychiatric Association (APA) publishes the Diagnostic and Statistical Manual of Mental Disorders (DSM), which is considered the diagnostic standard in North America for neurodevelopmental and mental health diagnoses and is used in practice by regulated health and other professionals. The newest version of the manual, the DSM-5, was released in May of 2013 to replace the DSM-4. The Ministry refers to the DSM in Section E of its document Special Education Services: A Manual of Policy, Procedures, and Guidelines, which supports school districts with the categorizing, supporting, and reporting of students for funding purposes. In the last school year (2016) Section E of the Special Education Services: A Manual of Policy, Procedures, and Guidelines was revised to more closely align with the DSM-5.
The Ministry is seeking feedback and discussion from professionals working in the area of inclusive education on the implications of the revised Section E.
The team will meet in Vancouver for a half-day session to review the draft section in midNovember. Team members may also be asked to complete tasks individually in advance of the meeting to facilitate discussion. More details will be provided by the Ministry. TTOC costs and travel expenses for team members will be covered by the Ministry, and any time required outside of meetings will be compensated according to government guidelines.
In addition to public school teachers, the Ministry may appoint educators from independent schools. These team members will not be appointed by the BCTF.
Participants reviewing Section E of Special Education Services: A Manual of Policy, Procedures, and Guidelines will be expected to observe the requirements of copyright legislation.
